I think you could do it! It's designed to be accessible. I only did the upper boardwalk and don't use a chair but it seemed like a good surface for chairs. The upper boardwalk itself is in good shape decking.
Some of the walkways are gravel, so you have to deal with that. The access to the canopy and lower boardwalk should be fine. There is some slope involved also. Nice place to visit!!!

Yes! Very easy level trail out to the crows nest
The boardwalk shouldn't be a problem, but getting to it could be. There's a gravel trail between the parking lot and the forest tower and boardwalk that might be a little difficult.
