Yes. It's a lax environment with a great band playing every Sunday at McGurks. People do go to the patio to smoke, which is more upper-classy environment but the people attending the bar and the music usually between sets people step out on the sidewalk. But I believe you can even smoke I side. But don't quote me on that last one.
Nope. They'll have you leave your drink and step outside of the patio.

Last time I was at this great place I was in the beer garden. Smoking was not allowed. We were asked to smoke on the sidewalk
No smoking inside. Never seen abnormal smoking at either outside bar.
