Is there a place for disabled fishing?

Unfortunately, Oxbow doesn't have a wheelchair accessible area for fishing due to river erosion. Blue Lake Regional Park in Metro's portfolio would be a much better option for disabled fishing.

I did not see a wheelchair ramp, path, etc that would be for disabled access, although I did not see the entire park

Not sure.. are you asking about wheel chair access or other??
