No there is a charge. The fee depends on if you drive in, walk in, or bike in. Also, if you have a food stamp card you get a discount on the entrance fee however the person who has the card has to be with you.
Yes just hop the fence
We drove in with 4 of us in the car and it was $6. Not terribly bad considering there's lots of picnic areas, a big playground and the swimming area.
