In the near future, the loudoun station metro station in Ashburn will be closer, expected to be done end of 2018. Will need car from the loudoun station to outlet, unless there will be plans for metro bus or the loudoun bus go to outlet....which I would assume they would plan that since it's a major attraction.
Reston metro station, if you don't have a car will be hard for you to get there cause from the metro station is like 40 minutes drive
Reston (silver line). Then uber. Might be easier to just go to Tangier Outlets at National Harbor if you're coming from DC

Reston metro station is nearest still 45 min drive from the station is to be expected.
Reston metro. Probably uber ride of 15-20 dollars
