The jogger should be fine as long as youve got larger wheels, we used to take ours all the time. As far as baby friendly, there are lots of off leash dogs, so you just need to be watchful. They're mostly really friendly, but even the friendly ones can knock a baby down easily. During the summer id recommend weekdays or really early morning to avoid the chaos when its really busy.

Just drive all the way up 33ed tell the road ends. Go through the light fallow the road around go along the wall tell it end and your there to the paved trills
There is the paved area that starts near Sugarhouse park and meanders all the way past wasatch. That is stroller friendly. You can access that trail from the Tanner Park parking lot. The off leash dog trail is dirt and gravel. A jogging stroller would be fine on it also. That trail ends at the water pool. So you have a coupleof options.
