Are you allowed to fish near the fountain in the river?

If you fish near Point State Park be sure and have a fishing license because I've seen game wardens walk around there because it's a state park

I've seen people down there fishing before but I am not sure the legality of it. It certainly happens but I am am not sure if there are any laws or even signs posted saying you can't.
