Yes but with exceptions. There is no overnight camping in this State Park with a few historical society exceptions. The park officially closes at 10p.m. but the pedestrian bridge is a through fare for the northside and there are several days during the year that visitors are restricted like artsfest and firstnight and light up night and Independence Day. The fountain is not always on and the park is pretty heavily patrolled by Pittsburgh and State Rangers who are both armed and unarmed.
There aren't really any restrictions on entering the park, but you may get chased if they think you are loitering.
Nope closes at 11:00
