If you like history then yes, while you are there check out the mormon battalion. They were the ones who basicly built the original San Diego.
Absolutely, a real southwest feel old town. Periodically correct and minimal modern upgrades to keep that real feel.
Yes I would highly recommend it. I would also consider the distance as California is pretty big, so depending on the location your visiting. Also try the local wineries in San Diego.

I totally recommend it. Nice shops, historic places, haunted house and great options for food. Oh don't forget your fresh homemade tortillas!
If you could hit one or the other i would recommend balboa park over old Town. If you can do them both then do both. If you have kids, though, i would recommend old Town over Balboa Park. Old Town is mostly a tourist trap full of souvenir shops though it does have some cool sights and a blacksmith. Balboa Park has beautiful architecture and great artists.
