The sloped entrance is difficult for some people. There are a lot of benches lining the top of the hill along the metal railing that he could use to sit relax and enjoy the view. There are also a few parking locations that provide a nice view as well, but they are not always available.
Dog beach is west of the bluffs, so there is no hill to climb. There is beach parking up to the sand. It's still another couple of hundred feet or so to the water, where most of the owners take their dogs. That isn't to say you can't keep your furry companion on the sand closer to the parking, so your husband can watch from the comfort of ypur vehicle.
