It may be best but no you call and they give you approximately time and they will text you then you have two minutes to be at the door or get back in line. So wait in the car until you get text or called to the door we waited for three hours
I'd go to Plattsburg, no appointment needed. I got stuff done in less than an hour.
I was not able to make an appointment online or when I tried to call. They are accepting walk-ins. You can renew plates online. The longest line is for titling your car. If you need to deal with your license you should be able to go in the door on the right and not wait in the line outside.
