I've seen weddings performed there before, so it would seem that they are allowed.
There's a nice platform in the corner of the park next to the beach that would be a good officiating spot. Park is not large so I think it would work better for small to medium sized events. Not many facility items meaning not a lot of bathrooms, meeting space, etc. There is a pretty good snack bar. Park is very clean.
