In Thailand you obtain a notarized letter from the US Consular services on Wireless Road stating you are an American citizen. This requires an appointment made online. From there you go to a Bangkok Bank and show your passport and Non Immigrant retirement visa and the letter. This will allow opening the account. Then use the account info for your SSN. Bangkok Bank is the only bank in Thailand that can set up the SSN payment transfers for American citizens.
