I am pretty sure that they do, I dont smoke so I cant honestly say for sure but I recall people doing so.

No. You must be in the courtyard. I saw a guy get tossed out of Purgatory by one of the bouncers for lighting a cigarette inside. I don't think they care if you vape inside though.

They dont really care, it's really based on the artist/crowd.
