Are there any rules regarding bi-metal jacketed ammo, literally every gun range around me has banned it even though I've never seen steel pitted any worse than standard 5.56 by the ammo I run.

Bi-metal jacketed bullets are made from a softer iron which may spark on impact and potentially start a fire - which is probably why they are not allowed at other ranges. Tracers are not allowed at the range, but you may want to check in person to see if they are allowed.
