You can... technically...if you reserve it with the city and have proper proof of insurance. However, I'm not sure this is the park for such an event. There is extremely limited parking, it's a long walk to the gazebo on a sidewalk with traffic whizzing past at 50Mph less than 3ft from you, and the road noise is atrocious even when you make it to the green space. You may want to look at the rose garden right next to the farmers branch town hall.
I wouldn't think so. Lots of people running and walking their dogs. Parking is difficult. It would be difficult and distracting.
