Oops. The truth is I have no experience in that. Calling the Venezuelan embassy in Washington is quite difficult for them to attend you by phone, if you can go it is easier for you to present your case and they can probably assist you in that there are not usually so many people (there are more people on Mondays based on my experience ). Then you also have these ex officio "processors", the ones who "magically" get appointments for apostille, criminal records etc etc, which are easier to enter the system, they are all in Venezuela and have their connections and can help you too, I imagine that they will charge you for the procedure (I do not know any, but they are offered a lot through social networks).
