Giving a 3 star just because I'm almost certain the rest of the embassy is much more professional but the woman who answers the telephone to answer questions in English is extremely rude. She told me to simply "refer to the website" before I was even done asking my question and hung up abruptly.

You must get an international driving certificate from your the DMV. However, if you're not staying in Okinawa, you likely won't need a car unless planning to move to Japan longterm-permanently or living in the countryside
Call the embassy and ask them
If you plan on moving to Japan you would be best to at least learn key phrases and words prior to your flight over and then while there learn Japanese. While Japanese students do take English courses this does not mean they can use it well. Think of it like learning Spanish in high school. Can you fluently speak it now? Especially if you will be living in the country side or outside of a tourist area like Tokyo, Sapporo, Fukuoka, ect... you will be hard pressed to find anyone that can speak and understand English.
