Yeh... good luck calling them early in the morning. They pretty much never answer their phone-- like they don't pick up 98% of the time. If/when they do, they either hang up or give you a hard time about you calling them to begin with, as if your call was an inconvenience.
If you're good friends with your Postal Letter Carrier, Yes... Or if you call the Post Office earlier in advance, Yes... Perhaps a day before the package arrival or first thing in the morning of the package arrival to the Postal branch...
