24/7, go for it! I hike there all the time. The Deschutes river empties into The Columbia, right in between The Dalles Dam and The John Day Dam. There's plenty of electricity to go around.
I drove through there last night to check it out. There were campers in the full hook up spots. One had all the lights on. They could have been running on the battery, but why would they pay for a full hook up site when the primitive sites are right there as well. I can't say for sure but it sure looks like the electric is still on.
