I have seen folks in tux and formal dress and others in jeans and t-shirt at the same night
Nicer shorts and t-shirt is fine. It's not up scale at all.
Casual clothing
It's about anything goes, however, it leans towards business casual most of the time. But I've worn golf type shorts and a nice T-shirt.
