The only people who are allowed to camp in the park are scouts. They have facilities in the park but they're exclusively for scout camping trips.
If you belong to a scout group, otherwise, nope.
I spoke to one of the scout representatives: they sure are welcome anyone to join them. You got to contact/talk to them directly, though. They will fill you in on the details (time, rules, etc.)
No. They close park every day at sunset. You canot camp overnight.
