In the town of Grand Lake, there is a nice swim beach and marina. It would be a bit of a walk from the campground, but there are parking options not far from the beach, if you drove.
Yeah! There are multiple spots where you can set up and jump in! All you have to do is ask around town if you don't like the first one you find. It's not too far from the campground, but you do have to drive about a mile to it.
