No, these campground is above the lake, across the highway.
The fore bay is where I camped and it's about a 5 min walk to the fore bay. One could camp right next to the fire bay. Like Carlos Diaz said it across the highway and up the hill from twin lakes.
There are some free dispersed camping by the lake, but this specific campground is on the opposite side of the highway overlooking the lakes! We have stayed around 4 times at this campground and its still one of my favorites in Colorado!
