A doctor at a military facility can write a paper prescription for you to hand carry to a civilian pharmacy. They do Not call in nor send prescriptions electronically to civilian pharmacies.
Of what I recall of my father getting prescriptions over at wright patt after being discharged at Soin Hospital a civilian hospital. So the answer to your question is no they cannot transfer or send prescriptions
