You can make one and I would recommend that as the wait time is 3 plus hours. There is an electronic terminal where you sign in and take a number which asks you if you have an appointment, but their website doesn't gave that option so mu best guess is that you need to call tie local office and make an appointment. No, you just have to go and bring your ID and SS card, birth certificate. They will give you a follow up appointment if neccessary.
