The lockers r free and u set ur own combination on them. U can put ur phone water bottle ot whatever u want in them. There not very big tho.
There's a wall of lockers before you go through security but I forgot to check them out on my way out of the courthouse last week...
As far as I know there are no lockers to store your phone. I've asked about that type of thing before and they replied that unless you're an attorney or something like that, you're not allowed to even gp through the door/detector with any electronics.
Perhaps call the restaurant and verify or leave it in your vehicle.
