Is it ok to bring my little dog to the park?

Dogs are welcome in the park, but are restricted from walking in the "Rose Garden". They are welcome on trails, walkways, yards.

Maybe MSU would be a good place to walk your dog only if you are one of those nice people who clean up after their dogs

I see people there with their dogs a lot so I would assume so

There are signs that say no dogs allowed and it is try you do see people walking thru with dogs.
