The Humane Society is an open intake shelter that "takes" peoples pets away from them and adopts them out to other people without the true owners consent or knowledge. Its a no kill shelter and also a "no care" shelter. Because they don't care about reuniting lost pets with their owners. They only care about getting the money for adoption and fines. Its a government run scam that preys on the love the owners or rescuers have for lost animals. Most of the animals aren't abandoned but they adopt them out anyway.

I'm not sure what you mean by that. But if you mean do they take in pets that a person no longer wants I believe they do.
