You can get one on line, it's $6 per day or $35 for a 6 day pass. Very easy.

I believe so. There's a Walmart in Hugo, OK to purchase a 1 day or multi day fishing license or a yearly. I would contact Walmart in Hugo customer service for an exact answer.
