Try Humane Toledo on Tremainsville. They often have "special " events. Regardless they are by far the most reasonable place I've found. My furbabies are over 100lbs. so it's quite costly to get them spayed/neutered. They also offer other services.
You can try planned pethood also for low cost spaying

If you adopt from there all animals are fixed. I believe they do not have a spay and neuter program for the public.
