This is not cruelty or neglect, they have nothing to do with this. Try talking to your neighbor
This has nothing to do with the Humane Society. This would be something you would bring to the attention of the city or wherever it is you live
No clue....write them a note if you know where they live....call Humane Society and see if they would know....call police dept?
