Yes it is! Everything is fixed and functional.
Yes, all outside areas are restored, looks quite pretty actually. Apartments are the same as before (in my opinion) in that some are in need of renovation, although always presented well. Cleanliness has been a little bit below my standards but nothing to send me running. Staying here right now and having a good time.
