Do I need to be a permanent resident of Utah or SLC to donate? If so, are there any other centers at all which doesn't require so?

Unfortunately, you do have to be a valid Utah resident with a valid housing/living address that is post marked within the last 30 days. No Plasma donation center here in Utah whether it be here at Grifols, or another like BioLife or CSL Plasma will accept you, nor will any other states & cities that also carry Grifols, nor any of the the others mentioned above or related to plasma donations.
