We always advice to try logging into your account at https://ldsaccount.lds.org/ first to see if you have forgotten your password or if you're locked out. If then you know you can login or not, the GSC may be able to help if you still cannot access LDS Tools. If it is specifically an LDS Tools problem, the GSC cannot help and you would have to send a feedback through the app.
We don't do this at Global services. Follow the prompts and make sure your account isn't suspended due to to many tries
