I believe you need some kind of ID if you don't have a driver's license what I would do is go up to DMV and just get a state ID there's no tests or anything required I think it's a tiny fee and it looks just like a driver's license but it's still official identification

Giving an animal as a gift to someone is akin to an arranged marriage - don't do it. You want to make sure your friend and their puppy will get along well! Get them a voucher or surprise them with a visit to the shelter instead.
