If the male dog is going back to its owner, there is no requirement to get it neutered/spayed. If the dog was adopted from the shelter, law does require it be neutered/spayed within 30 days of adoption. The shelter does not have a vet on staff to perform neuter/spay services. The new owner can take it to any vet of their choice to get it done. The shelter gives a $40 voucher to help toward the cost. Fees for dogs going back to their owner are: $75 impound $15 rabies vaccine (if not up-to-date) $4 bordatella vaccine (prevents kennel cough) $12 per day for boarding. Cities do their own licensing and fees vary.
If you chose an animal from the shelter they usually ask you if you want the animal neutered & spayed & they tell you where & when to have it done. The 1 time I got an animal from the shelter was 25 - 30 years ago & I don't remember how much it cost.
