The beach is public, but there is meter parking. If you don't mind a little walk there is a vacant supermarket, and you can park free in that lot. Not much of a walk at all.
There's free parking for West Haven's residents. If not, there's a charge for non resident via a parking meter or you can park close to Dunkin donuts

Yes, We went few week's back and non-West Haven citizen's have to pay $20.A Rowe truck company toldy sister and I that's how much it cost. Near the family dollar part beach area.
