If you're living in Saint Louis City and St. Charles County, your library card is free as well. You will need to show a proof of current address to obtain a new library card such as driver license (with current addres on it) or a utility bill (it can be an e-bill on your phone).
Library cards are free if you live in St Louis County. Your taxes help pay for the Library.
