Yes they do. In St. Louis we have a technical school for occupations. They have one for Vet Assistants and only accept donations. North County Tech
I think they have a discounted care service, I'm not sure what the prices are but saw on the website that they can work with people needing help to pay for pet vet services.
Call rescue center in your area, they have vets that work for them. My cat was pu by the asbca in st charles, it was 300$ to get him out, he got kennel cough, and we to him to the pet er in ofallon mo, and that bill was over 700$, just to give you an idea of er costs.
You might check around with some of the rescues. They have connections with vets that help out under those circumstances.
