I think that sub-meter is rated for a lower rate. The usage fees for each meter are figured separately.

If you have the sub meter for your a/c, heat pump, or electric heat they subtract the sub meter usage from the main meter usage and then charge that sub meter usage at whatever rate schedule they have for that unit usage. So yes they do.
