Why can't we get the UPS Center servicing our packages? I don't want to talk to someone in the Philippines that can't help me. I work on Langley AFB and shouldn't be getting notices that packages can't be delivered because business is closed.

We have had the same problem at a public school I work for. After calling the center and talking to the manager (VERY nice individual) we never had problems again. Have you tried calling the center?
