If you bring the dogs into Austin Animal Center (and you live in Austin or Travis County) they will take them as a surrender. Explain that the owner passed away (they might need proof-an obituary or funeral program/booklet will work) and you tried rehoming them but couldn't. They will work on finding them a home, but it cannot be guaranteed that they will stay together (just so you know before you bring them in). Good luck!
