If my 1 yr old only crawls can she sit at the entrance to the pool and splash without wearing a puddle jumper that is too big for her it seems?? It will make for a miserable day with her not being able to get cooled off and splash if she cant crawl

The rules require a life jacket for people under a certain height. You might be able to convince them to let you use your own as opposed to one they provide, but ultimately it's their call. Your daughter won't be allowed in the water unless she's wearing some sort of floatation device.
