Just walk in buy tickets at the desk inside. It pretty much includes everything.
Reservations are not required but encouraged. For a table at the restaurant that rotates 360°, I'd be safe and call. Bar for tapas and drinks, you're ok.

You only need to make a reservation if you plan on going to the restaurant. Otherwise for the observation tower you dont need one.
