It means the doge is on fleek and somebody recognized. It means that somebody liked it so they wanted to put a collar on it but if they don't you can't find that doge to the left to the left and it will be there that you can be the one who let the dog out...

If the animal is "on hold" that means a potential owner has paid a nonrefundable fee to prevent the animal from being adopted by anyone else. They then have 24 hours to officially adopt the animal before the animal is taken off hold. Multiple people can have a hold on an animal. When and if the first hold falls through, then the second person in line is notified and has 24 hours to officially adopt the animal. If the hold falls through, the nonrefundable hold fee is counted as a donation to the humane society. This process gives the family an opportunity to prepare their homes for the animal, or decide if they actually want it without worrying if the animal will be adopted in their absence.

If an animal is "On hold" it could means someone has filled out an application to adopt them.

When a stray is brought in it could possibly have an owner. They put it on hold in case the owner calls or comes to pick it up. After the hold is released the animal can go up for adoption.
