Hi there Arnold, the answer is no, unfortunately you can not grow hemp plants without a license. The 2018 Farm bill did provide improvements to the status of Hemp in the US but it still requires a state approved program which licenses its growers. Growing Hemp without a license is the same as growing Marijuana. I hope this helps. Try reaching out to the licensed hemp growers in the state and develop a relationship with one willing to work with you. The list is public record.
