Search for passport applications and make an appointment (White Bear Lake's federal passport can be applied in person but only by an appointment. That office is located in the WBL City Hall building. I did that a month or so ago. You will need to complete a passport application form also found online, and bring required documents etc as specified and required to the appointment.
Roseville passport center is Monday thru Saturday. Go to their website and they will tell you what u need. Or go to USPS.com click on passports, and find the post office that conducts passports near you.
