Unfortunately, any real fence that could seal off a yard are not typically permitted. 3 of the main reasons: they tend to invite added clutter, lots of utilities (water, sewer, electric, cable, phone, etc) run underground and/or behind homes and fencing may block access for meter readers and maintenance work, and dog-owning residents are less likely to follow the leashing requirement if they have a fenced in area to be let out into, or worse, to be left outside in.
