I dont think he can but you could ask them i think he has to be 16 if i remember right
I would first check with the court handling the case. They would be the ones to let you know if they accept the time there. If they say yes, then contact the humane society either by phone or in person to set up the work. I know we have a lot of high school age kids volunteering as extra credit or part of assignments for school, but it is the school that gives their blessing to accept the kids' time spent there.
